What
is the condition of the pool plaster?

It is old, rust is showing through and the tiles are falling.

OK,
It sounds you may need a replastering.
However, if it's just Tile and Rebar it can be patched. Signs that
the pool needs a replastering are the following:
The plaster is thin and the gunnite/concrete shows through.
The edges of the steps are heavily chipped.
The plaster is visibly coming up or off in some areas.
